Accessibility Statement

The website operator strives to make his website accessible in accordance with the Anti-Discrimination Act.

Compliance Status with Requirements

(1) This website is only partially compatible with conformance level AA of the "Web Content Accessibility Guidelines - WCAG 2.2" or with the applicable European Standard EN 301 549 V2.1.2 (2018-08) due to the following incompatibilities and exceptions.

Non-Accessible Content

(1) The content listed below is not accessible for the following reasons:

(2) Incompatibility with Accessibility Regulations

  • Some images are missing alternative text, so this information is not accessible to screen reader users. This does not meet WCAG success criterion 1.1.1 (Non-text Content). We plan to continuously complete these missing descriptions.
  • Due to interface connections to external partners, we cannot fully optimize various information (e.g., for products or map services (Google Maps, OpenStreet Map, Apple Maps) for accessibility.
  • Some embedded videos are missing subtitles, so the displayed content is not available to deaf users. This does not meet WCAG success criterion 1.2.2 (Captions - Prerecorded).
  • After an internal review, the website does not meet the requirements of WCAG 2.2 in the following points: heading structure only partially not appropriate, tables partially not optimally implemented, error messages in some externally embedded forms sometimes not sufficient.

(3) Disproportionate Burden

Our videos are hosted and published on the YouTube or Vimeo video platform. It is technically not possible to provide the required audio descriptions for some of these older videos. This does not meet WCAG success criterion 1.2.5 (Audio Description - Prerecorded). We believe that remediation would constitute a disproportionate burden within the meaning of the accessibility regulations. We plan to publish new videos with subtitles or provide them with text.

(4) Content Outside the Scope of Applicable Legislation

  • Some, predominantly older PDF documents and Office documents are not accessible. For example, older PDF documents are not tagged, so they cannot be captured and used by screen reader users or only inadequately. This does not meet WCAG success criterion 4.1.2 (Name, Role, Value).
  • For older, non-accessible documents that are still exempt from Directive (EU) 2016/2102, no comprehensive change is currently planned. Please let us know if you have difficulties with specific documents. We will prepare the content in an accessible format upon request and subsequently exchange the documents or supplement them with accessible alternatives. For new documents, we strive to prepare them in an accessible format according to WCAG 2.2 and PDF/UA compliant before publication. Publication of non-accessible documents, for example print versions, will be marked as such.
  • No statement can be made regarding the compatibility of PDF content from third parties with accessibility regulations.
  • Live videos are not subtitled. This does not meet WCAG success criterion 1.2.4 (Captions - Live). Live videos are exempt from Directive (EU) 2016/2102.
  • We do not plan to subtitle live videos.

Enforcement Procedure

(1) If you are not satisfied with the response from the contact option mentioned above, you can file a complaint with the ombudsman for barrier-free internet and mobile applications. The complaint will be reviewed to determine whether it constitutes a violation of the requirements of the Anti-Discrimination Act by bodies of the state, municipalities, municipal associations and self-governing bodies established by state law. If the complaint is justified, the ombudsman must issue recommendations for action to the state or the affected legal entities and propose measures that serve to eliminate the existing deficiencies.
